Wednesday afternoon NC HB937 passed it’s second reading in the Senate. There was some back and forth between the Senators, with several complaining about parts of the bill that don’t exist, or things that they didn’t understand correctly about the bill. Thankfully, Senator Buck Newton (GRNC 4 Star) straightened everything out for the rest of the Senators, and the bill passed the 2nd reading at a 2:1 ratio.
There was one amendment added to the bill, proposed by Senator Thom Goolsby (GRNC 4 Star) that creates a “Habitual Felon” charge for people who have been convicted of two or more firearms related felonies. Full text .pdf of the amendment here.
There was a proposed amendment by Senator Kinnaird that would have required restaurants to post whether or not firearms are allowed in their establishment. This was a pretty rediculous amendment, and it was quickly voted down. One Senator replied to the amendment telling Senator Kinnaird that if we post the places where guns are allowed, the criminals will shoot people in other places, and that we should “let em guess where the guns are”. It was a pretty good day in the Senate for gun owners, and lovers of liberty. The bill did not get to move onto the third reading on Wednesday because one Senator objected to the bill, so it is scheduled for a third reading on Thursday June 13th. The session conveins at 11:00AM and it does look like there are a few bills ahead of it. When the bill passes the Senate tomorrow (which I’m pretty positive it will) it will have to move back to the House where they will approve the changes made to it in the Senate, then it will get sent off to the Governor. If all goes as planned, this bill will take effect October 1 of this year.
